There is currently a `wait' period of 2-6 months on getting your broadband BSNL connection from the date you apply for the same.

^ if you have two computers at home then it would be better to
take a new phone connection with a new broadband connection .

Depends on how much he surfs and chats. If its not too much, then you can stick to Home 500 plan , and pay for xtra bandwidth usage. You will end up paying 1600+ For two connections. Talk to him and see how much he might use per month. Even if the bandwidth exceeds few 100 MB , you will still end up paying just around 100-200 rupees extra.

To make a normal call, u still need a dialup modem . ADSL modems can initiate only PPPoE and PPPoA connections. You can connect the same line to your dialup modem through a DSL line filter (nothing but a low pass filter) and initiate calls.
My guess is that the splitter will not block these low frequency signals.
And its very much possible (through ADSL modem) if its voip.
